DESCRIPTION/BACKGROUND:
Duke Energy Florida Low-Income Weatherization Assistance Program (LIWAP) offered Marion County a pilot program on March 19, 2019. This program leverages Community Services owner-occupied housing rehabilitation program by providing eligible households who are Duke Energy customers, energy-efficient components (e.g., HVAC, hot water tanks, insulation, etc.).
As part of the program, Community Service receives partial reimbursement for energy-efficient components approved by Duke Energy. Revenue received from this program allows the County to leverage existing grant-funded projects and expand its services to low-income families. Community Services will use its intake process and assessment tool to determine Duke Energy's low-income customers who may be eligible to receive energy improvements through its rehabilitation program.
Marion County has received approximately $14,000 in funding through this program, which has assisted three households to date.
Staff recommends approval of the five-year agreement between Marion County and Duke Energy and the Resolution to receive continued LIWAP funding.
