DESCRIPTION/BACKGROUND:
On July 21, 2020, the Board approved contracts with five (5) firms to provide various Utilities Engineering Design Services for Marion County. Marion County Utilities (MCU) has selected Kimley-Horn and Associates, Inc. (KHA) to extend water service to residents within 400-Linear Feet (LF) of existing water services/systems. Applicants can apply for this water service extension, and if qualified, Marion County will design and permit a short water main extension to serve the parcel included in the application.
On October 11, 2023, due to vacancies in the Utilities Engineering Section and the lack of qualified applicants applying for the open positions in the Section, the Utilities Department was unable to perform in-house designs to support the short water main extensions. A Purchase Order was entered in the amount of $28,000 for design services to support design work associated with the Short Water Main Extension projects.
On December 7, 2023, Change Order No. 1 added an additional $7,000 to the purchase order to provide for an additional 10 design plans. At that time, the total amount of the funds encumbered did not exceed the threshold requiring Board approval.
On February 20, 2024, the Board approved Change Order No. 2 to add $80,000 to ensure momentum was maintained while working on the plans for the Short Water Main Extension Design project, bringing the total Purchase Order amount to $115,000.
At this time, Change Order 3 is being presented to add an additional $21,000 to ensure workload is maintained while serving the Short Water Line Program. These additional funds being requested will support development of 30 separate short water main plan sets.
Attached for review is a copy of Change Order 3. Pending approval today, Change Order No. 3 will be presented for signatures from the Clerk and Chair.
BUDGET/IMPACT:
Neutral; additional expenditure of $21,000, bringing the total purchase order amount to $136,000. Funding is from line ZF440536-531109 (Marion County Utility Fund).
