DESCRIPTION/BACKGROUND:

On behalf of the Office of the County Engineer (OCE) and Marion County Utilities (MCU), Procurement advertised a bid to hire a qualified contractor for the construction of SW 145th Place Road (Florida Crossroads Commerce Park) from SW 57th Avenue Road to SW 49th Avenue Segment F and SW 49th Avenue Segment F from Marion Oaks Manor to 0.7 miles south of SW Hwy 484.

 

SW 145th Place Road will be a two-lane roadway with curb and gutter and a two-way left-turn lane in the median. Segment F will be a four-lane roadway with paved shoulders, curb and gutter, grassed median, sidewalk, and shared-use path. Storm drainage conveyance systems, drainage retention areas, water mains, and sanitary force mains are included in both portions.

 

SW 145th Place Road and its utilities will be funded through the Florida Department of Commerce (DOC) Job Growth Infrastructure Grant. The Florida Job Growth Grant Fund is a statewide economic development program that supports public infrastructure improvements and workforce training initiatives. Proposals are evaluated by the DOC and selected by the Governor to address specific workforce or infrastructure needs within local communities.

 

SW 49th Avenue Segment F will be funded locally by OCE and MCU. Bundling these two adjacent road projects has lowered overall costs and improved efficiency by reducing mobilization and administrative expenses, leveraging bulk material purchases, increasing crew productivity, simplifying permitting and oversight, reducing scheduling risks, and ensuring consistent construction quality across the entire project area.

Steven Cohoon, P.E., County Engineer, and MCU recommends that Salser Construction, LLC, receive the award as the lowest, most responsive, and most responsible bidder.

 

Attached for review is a draft of the contract. Upon approval at today’s meeting, it will be sent to Salser Construction, LLC for signature, and upon return, will be forwarded to Legal, the Clerk, and Chairman for signatures.

 

BUDGET/IMPACT:

Neutral; expenditure of $11,137,704.67. 10% contingency will be added to the purchase order in accordance with the Procurement Manual. Funding is from BL760541-563220-TIP000158 (Cnty Trans Maint Fund) ($2,710,128.28), ZF448536-563102-UTC000158 (Marion County Utility Fund) ($1,152,056.43), and VJ738541-563220-STC073813 (Infrast Surtax Cap Proj Fund) ($7,275,520.29).

Motion to approve the recommendation and allow staff to issue a contract, and upon approval by Legal, authorize the Clerk and Chairman to execute contract with Salser Construction, LLC under 25B-123.
