Administration

DESCRIPTION/BACKGROUND:

During the September 24, 2026, final public budget hearing, the Board approved the budget with a 3% pay adjustment for FY 2026-27. This agenda item is requesting Board direction on how the approved adjustment should be implemented.

The following options are presented for Board consideration:

•                     Option 1: 3% Cost-of-Living Adjustment (COLA) - Apply the approved 3% pay adjustment as a Cost-of-Living Adjustment (COLA) for eligible employees across the board. This would be effective October 31, 2026.

•                     Option 2: Merit-Based System - Apply the 3% pay adjustment as a performance-based merit increase. Increases are based on individual performance and an evaluation rubric. Employees would receive the merit increase on their anniversary date.

•                     Option 3: Hybrid Model of COLA and Merit Increase - Apply a portion of the 3% pay adjustment as a COLA to eligible employees and allow remaining funds to be used for a performance-based merit increase. The COLA would be effective October 31, 2026. Employees would receive the merit increase on their anniversary date.

BUDGET/IMPACT:

Neutral; as approved in the FY 2026-27 budget.
