DESCRIPTION/BACKGROUND:
On January 26, 2021, the Board directed Staff to review existing interlocal agreements where animal control services are being provided by the County in order to update those agreements and to provide consistency throughout the community. The County Administrator sent correspondence to each municipality, along with a revised interlocal agreement for their review. Subsequently, staff met with each municipality regarding payment for services and provided the updated attached Interlocal Agreements as drafted by the County Attorney’s office. The County will provide all animal control services to each municipality and the municipalities will compensate the County annually on April 1 for services performed based on a pro rata share of the actual expenditures for Animal Control Services for the Fiscal Year ending two (2) years prior to the annual payment. The pro rata share will be based on the formula derived from the Local Government Sales Revenue Estimates for Marion County published annually two (2) years prior to the payment by The Florida Legislature’s Office of Economic and Demographic Research. Payments will be discounted 50% in 2022; 75% and in 2023. Payments after April 1, 2024 will be 100% of their pro rata share of the actual expenditures. The Interlocal Agreement is for an initial five (5) year term and will renew automatically on an annual basis unless terminated by either party. The Town of Reddick placed the Interlocal Agreement on the agenda for Town of Reddick Council approval on August 5, 2021.
