DESCRIPTION/BACKGROUND:

The Silver Springs Community Redevelopment Area (CRA) Façade & Building Improvement Grant (FBIG) Program and Sign Grant (SGP) Program (Programs) are intended to encourage and support property owners in the redevelopment of existing properties within the CRA. The Event Warehouse, LLC., Pamela Thompson, Owner/Agent, is requesting grants for exterior and interior renovations and improvements to the existing Event Warehouse building located at 5631 E. Silver Springs Boulevard. The current tenant is preparing to relocate, and with the conclusion of the lease, the applicant is seeking an FBIG to complete renovations, to refresh and revitalize the location visually, and to improve ADA accessibility positioning the building for new tenant leasing.

 

The applicant has provided three contractor cost estimates identifying the intended work and estimated cost, as well as correspondence from other contractors that elected not to submit bids. The proposal lists various façade and building improvements along with new wall mounted signage. Signage is eligible for the CRA’s separate SGP that enables a higher possible grant award for sites located directly on Silver Springs Boulevard. Staff recommends the sign work be classified as a separate grant in lieu of being part of the FBIG improvements.  Such an adjustment, based on the estimates provided and the applicant’s contractor selection of OMK Industries, LLC., would increase the overall maximum total grants amount awarded from $42,985 to $48,010, an increase of $1,675.

 

Staff recommends the Board approve FBIG Application No. SS-FBIG-2024-01, and direct staff to provide for reimbursement of up to 50% of the actual costs, not to exceed $75,000 for the listed improvements other than signage, and approve SGP Application No. SS-SIGN-2026-01, and direct staff to provide for reimbursement of up to 75% of the actual costs, not to exceed $15,000 for the listed signage item. Transferal/reimbursement of the final determined funds will be to The Event Warehouse based on the final costs and subject to completion of all construction/demolition, including appropriate final inspections, release of liens, and confirmation of the site being ”clear" of potential hazardous materials.

 

BUDGET/IMPACT:

Neutral; Program/Project funds budgeted - ±$891,764 FY 2025-26.
