DESCRIPTION/BACKGROUND:
On June 15, 2021, the Board approved for Marion County Fire Rescue (MCFR) to Piggyback Palm Beach County’s agreement with Public Consulting Group, LLC for their Public Emergency Medical Transportation (PEMT) Program Services and Medicaid Managed Care (MCO) services. The contract between Palm Beach County and Public Consulting Group, LLC has been changed to a Sole Source which voids the MCFR agreement for a piggyback. On behalf of MCFR, Procurement requests approval of a Bid Exemption to continue the PEMT Program with Public Consulting Group, LLC. The PEMT program allows eligible government agencies, such as MCFR, that bill Medicaid for services to recover costs that are not covered above and beyond the allowable expenses. In FY 22/23, Marion County received $171,888.06 in EMS revenue through this program. The recovery process involves documenting costs and submitting paperwork for which this firm has experience in the state of Florida and the cost of this service will be based on a flat fee of 6% of the recovered revenue. The MCO portion of the program only includes those patients with managed Medicaid and agencies are eligible after their first year of participation in the PEMT portion. This program requires an intergovernmental transfer of funds from Marion County to Agency for Healthcare Administration (AHCA) which is then reimbursed, with the addition of the federal share. MCFR anticipates an additional $2,500,000 in revenue from this program based on a flat fee of 3% of the recovered revenue. 

Attached for review is a draft of the contract; pending approval at today’s meeting, the contract will be sent to Public Consulting Group, LLC for signatures and upon return, it will be forwarded for the County Attorney, Clerk, and Chair’s signatures.


BUDGET/IMPACT:

Neutral; expenditure amount depends on the value of the revenue recovered.

Recommended action

Motion to approve bid exemption and issuance of contract for all services, and upon approval by Legal, authorize the Chair to execute the agreement with Public Consulting Group, LLC under 24BE-287.
