DESCRIPTION/BACKGROUND:
On behalf of the Parks and Recreation Department, Procurement advertised a Request for Proposal (RFP) for qualified contractors to construct various-sized picnic pavilions across Marion County parks. Two (2) submittals were received, evaluated, and scored by Selection Committee members: James Huber, Katy Burton, and Charles Ryan, ranking Razorback, LLC (Razorback) as the highest-scoring firm, shown below.

Negotiations began with Razorback; however, an agreement could not be reached on price. With support from Parks and Recreation Director, Jim Couillard, negotiations were formally terminated with Razorback and negotiations began with Jim’s Complete Construction, LLC, the second low firm. Once the prices were successfully negotiated, the negotiations team began working with Jim’s Complete Construction on one (1) Task Order associated with this construction project. This Task Order will appear on today’s agenda as a separate item.
Attached for review is a copy of the contract. Pending approval at today’s meeting, the contract will be sent to Jim’s Complete Construction for signature and then routed to Legal, Clerk, and Chairman for same.

Recommended action
Motion to approve the recommendation and allow staff to issue contract, and upon approval from Legal, authorize the Chairman and Clerk to execute the contract with Jim’s Complete Construction, LLC under 23P-064.
