DESCRIPTION/BACKGROUND:
Cesar E Amparo, owner and applicant, applied for a Special Use Permit to allow for the parking of seven (7) commercial vehicles/tractors and nine (9) trailers on a 1-acre property with Rural Land (RL) future land use and General Agriculture (A-1) zoning. The Parcel Identification Numbers associated with the property are 44602-000-01, which are legally described in metes and bounds. The site’s address is 14290 S Hwy 475, Summerfield, FL 34491.
The subject property is located outside the Farmland Preservation Area, outside of the Urban Growth Boundary, and inside the Secondary Springs Protection Overlay Zone.
The requested number of tractors and trailers exceeds what is allowed by the land development code. The property owner has been subject to two code violations (2020 & 2025) regarding unauthorized commercial vehicle operations in an agricultural zoning district. Traffic engineers in the County Office of the Engineer are also concerned about vehicle access and circulation on the site, particularly regarding traffic flow and safety on S Hwy 475 when tractor trailers back up onto the subject property.
Staff is recommending denial because the intensity of the requested use is incompatible with the surrounding area, would adversely affect the public interest, and is inconsistent with the Marion County Comprehensive Plan.
Two letters of support and one letter of opposition have been received from surrounding notified property owners as of the date of staff report publication.
