DESCRIPTION/BACKGROUND:

State Housing Initiatives Partnership (SHIP) funding is allocated annually to Marion County based on available documentary stamp revenues. These funds are dedicated to supporting affordable housing initiatives outlined in the County's Local Housing Assistance Plan (LHAP). The Florida Housing Finance Corporation (FHFC) mandates that local governments receiving SHIP funding review 11 housing incentives through the County's appointed Affordable Housing Advisory Committee (AHAC), appointed and reconfirmed by Resolution 24-R-414 on September 17, 2024.

 

The purpose of the Incentive Plan is to outline the recommendations for both monetary and non-monetary incentives aimed at regulatory reform for affordable housing. This includes evaluating existing Marion County policies, procedures, ordinances, land development regulations, and its comprehensive plan. All recommendations promote affordable housing while ensuring the property’s potential for value appreciation is preserved.

 

On December 3, 2025, the AHAC held a Public Hearing and recommends approval of the attached 2025 recommendations and their implementation for each of the 11 incentives.
