DESCRIPTION/BACKGROUND:
There are several accounts within Wastewater System cost center that require additional funding. Utilities received notice from the biosolids recycling vendor that it will no longer accept MCU biosolids for disposal. As a result, the Wastewater organization has incurred higher transportation and disposal costs through an alternative vendor. Operational issues at the Salt Springs and Silver Springs Shores Wastewater facilities also required the use of a vendor to haul effluent, resulting in increased contract service costs. In addition, processing charges from the Villages Community Development District for wastewater treatment in Spruce Creek South have exceeded the amount originally budgeted. The Florida Department of Environmental Protection has also required an unbudgeted analysis of the Stonecrest Wastewater Facility, creating an additional expense. Finally, overtime costs have increased due to several unfilled positions. These circumstances require additional funding in the Contract Services account. Funding is available from salary and health insurance savings within the Management Cost Center resulting from vacant engineering positions, including the Engineering Manager position.
