DESCRIPTION/BACKGROUND:

On behalf of Marion County Utilities (MCU), Procurement advertised a Request for Qualifications (RFQ) for professional engineering services for the Lowell Service Area Water Distribution System Design project. The project includes the design, permitting, and construction engineering/inspection of approximately 54,000 linear feet of new water mains of varying sizes, along with evaluation and development of design parameters for a booster station and/or additional disinfection facilities as needed to support system capacity, reliability, and regulatory compliance within the Lowell service area.

Five (5) submittals were received. A selection committee consisting of Joshua Kramer (MCU), Charles Ryan (Parks & Recreation), and Christina Vrabic (Office of the County Engineer) evaluated the submittals and shortlisted four (4) firms for consideration. Based on the committee’s evaluation, staff recommends Kimley-Horn and Associates, Inc. The final rankings are listed below:

Attached for review is a draft contract. Upon approval at today's meeting, the contract will be sent to Kimley-Horn and Associates, Inc. for signature and once returned, will be forwarded for execution by the County Attorney, the Clerk, and the Chairman.

 

BUDGET/IMPACT:

Neutral; expenditure of $1,246,765. Funding is available in ZF448536-563102-UTC0000205 (Marion County Utility Fund).

Recommended action

Motion to approve the recommendation and allow staff to issue contract, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract under 25Q-160.
