DESCRIPTION/BACKGROUND:
On September 1, 2026, the County Attorney’s Office received a request from Tracy M. Haskins for a Release/Reduction of their Civil Restitution Liens from Case No. 2014-CT-2064, recorded at OR Book 6065 Page 1435 on July 10, 2014, and from Case No. 2019-CT-7668, recorded at OR Book 7163 Page 0071 on March 30, 2020. Ms. Haskins is requesting a reduction of the Civil Restitution/Cost of Incarceration Liens totaling $2,251.75, with $1,550.00 remaining in judgment and $701.75 in interest.
On March 14, 2014, Ms. Haskins was arrested for Driving under the Influence with BAL over .15 (First Degree Misdemeanor) in Case No. 2014-CT-2064. On April 14, 2014, she was sentenced to one (1) day in Jail; the Court imposed a Judgment of Cost of incarceration of $50.00 (sentence 1 day x $50 per day). She served a total of one (1) day in the Marion County jail and was not an Inmate Worker. She has paid all other fines and court costs for this case.
On November 17, 2019, Ms. Haskins was arrested for DUI Impairment or DUBAL 1 Prior Conviction (First Degree Misdemeanor) in Case No. 2019-CT-7668. On February 10, 2020, she was sentenced to a maximum of 30 days in jail; the Court imposed a Judgment of Cost of incarceration of $1,500.00 (sentence 30 days x $50 per day). She served a total of 29 days in the Marion County jail and was not an Inmate Worker. She has paid all other fines and court costs for this case.
Ms. Haskins appeared before the Board on September 1, 2026, asking for a release/reduction of liens to help with a grant from Community Services. She has been without water since March 13, as her well pump stopped working and the replacement would cost approximately $3,600. Unexpected vehicle expenses then used what she saved towards repairs. She found a grant that could potentially cover the well replacement; however, she recently discovered that a lien from February 2020 is still showing under her name and preventing her from applying for the grant. Ms. Haskins is asking for a way to resolve this lien, so she can submit the application and get water restored.
