Animal Services |
DESCRIPTION/BACKGROUND:
Marion County has provided Animal Control and Shelter Services within the corporate limits of the City of Ocala since October 20, 2009.
A few years ago, our community expressed the desire to change Marion County Animal Services into a “No-Kill” facility. Many changes had to be implemented to achieve that status. Ordinances, programs, policies and procedures were revised to align with the new operation.
The changes have also impacted the cost of providing animal services, which we have done for all municipalities through Interlocal agreements. Our Board directed county staff to standardize agreements through a fair and equitable way of providing services.
During the first half of 2021, staff created a standard interlocal agreement with population-based formulas and commenced discussions with all the municipalities including the City of Ocala. Other than Ocala, all other municipalities agreed and executed the standard document by the second half of 2021.
The County and City of Ocala, recognizing changed circumstances within the County, now desire to enter an interlocal agreement to further define the level of service and address operational and funding issues with regard to the County’s continued support of animal services to the City of Ocala.
There have been several documents drafted with the intent to continue providing Animal Control and Shelter Services. The City has requested an alternative for Shelter Services only; however, a document has not been drafted pending board discussion.
Attached to this item you will find the following documents:
Exhibit 1, the initial proposed interlocal which reflects the standard agreement provided and approved by all other municipalities;
Exhibit 2, a revised interlocal agreement that reflects the latest conversations with City Staff; and
Exhibit 3, a draft notice from the County to the City of Ocala to terminate the existing agreement from October 20, 2009.
