DESCRIPTION/BACKGROUND:

On October 17, 2023, the Board approved contracts with five (5) geotechnical firms to provide various services for the County. These services include, but are not limited to, material testing, laboratory testing, monitoring, analyzing, reporting data, and more. The Office of the County Engineer has assigned laboratory testing services for Emerald Road Extension to Professional Service Industries, Inc. This work will include field and laboratory testing services to ensure road construction materials and workmanship comply with project specifications, Florida Department of Transportation (FDOT), American Society for Testing and Materials (ASTM), American Association of State Highway and Transportation Officials (AASHTO), and other applicable standards; testing of soils, base materials, asphalt, and concrete for properties such as compaction density, thickness, strength, and smoothness. It may also include testing for mitigation associated with utility sprayfields. Testing will be performed as required throughout the duration of construction and coordinated with the project schedule.

 

Attached for review is a draft of the contract. Pending approval at today’s meeting, it will be sent to Professional Service Industries, Inc. for signature. Upon return, it will be forwarded for the County Attorney’s, Clerk’s, and Chairman’s signatures.

 

BUDGET/IMPACT:

Neutral; expenditure of $220,049.46. Funding from GA771541-563511 (Impact Fees East District)

Recommended action

Motion to approve the recommendation and allow staff to issue contract, and upon approval by Legal, authorize the Chairman to execute contract with Professional Service Industries, Inc., under 22Q-228.
