DESCRIPTION/BACKGROUND:
The proposed project consists of approximately 0.92 miles of County maintained roadway to be paved by reclaiming/resurfacing, and includes minor drainage improvements, cutting high shoulders, thermoplastic striping, and sodding disturbed areas within Silver Creek and Silver Creek 1st Addition Road and Drainage Improvement Area.
Total cost for this project is $444,063.65 with the per parcel unit assessment at $11,685.89 annually, before being bonded. For the Board’s consideration, is a 15-year assessment period with an annual payment of $1,283.69 totaling $19,255.35 per parcel unit.
This is a petition-based road improvement project. On February 3, 2026, the Board agreed that design and bidding for construction of the Silver Creek and Silver Creek 1st Addition Road and Drainage Improvement Area could proceed. The Initial Assessment Resolution was adopted on August 18, 2026.
On behalf of Municipal Services, Procurement advertised Bid 26B-096 seeking experienced and qualified contractors. Four (4) submittals were received with C.W. Roberts Contracting Inc. providing the lowest bid as seen in the tabulation below:

Motion to adopt a resolution authorizing per parcel unit assessment for a 15-year assessment period for Silver Creek and Silver Creek 1st Addition Road and Drainage Improvement Area and to certify the Assessment Roll to the Tax Collector; and
Motion to award Project 26B-096 Silver Creek and Silver Creek 1st Addition Road and Drainage Improvement Area to C.W. Roberts Contracting Inc., and authorize Chairman and Clerk to execute contract upon approval by Legal.
