DESCRIPTION/BACKGROUND:
In accordance with Land Development Code section 6.14.2, developers (property owners) are required to connect to public utilities if the property is within connection distance. For a single-family residence, the connection distance is 400-feet from the parcel’s closest corner to the public water main. In this case, the property owner is required to connect to the public water main provided by Marion County Utilities (MCU) and would be required to install the water main across the entire parcel’s frontage and end the system at the farthest end of the property. The County has the necessary funding in place to extend the water main beyond the property owner's 470-foot obligation, which is an additional 421 feet to close a loop and improve the hydraulic benefit to the neighborhood, including a fire hydrant at MCU’s sole cost ($8,700).
In accordance with Resolution No. 21-R-381 approved by the Board on August 17, 2021, for a Share Agreement, the developer/property owner only pays the pro-rata share of the project based upon MCU low bid contactor’s price for the work. The 891-foot water main extension will create a benefit for 18 parcels along the route of the water main extension. The project includes a fire hydrant assembly, which is MCU’s sole responsibility; the $8,700 cost is not part of the collective owners’ obligation totaling $76,409, which is derived from the base construction ($75,709) plus design fee ($700), for a pro-rata share or per parcel cost is $4,244.94.
BUDGET/IMPACT:
Neutral; Project cost is $85,109, and construction purchase order includes 10% contingency in accordance with the Procurement Manual. Funding is from ZF448536-563102 with project code UTC000094.

Motion to approve and authorize the Chairman and Clerk to execute the Water Main Extension Connection Agreement WME-044-S and authorize staff to issue a purchase order for T&C Underground under 22P-146.
