DESCRIPTION/BACKGROUND:

On behalf of the Office of County Engineer (OCE), Procurement advertised a bid to resurface Fisher Road from Maluaka Road to SE 113th Street Road. The work includes overlaying the existing pavement, constructing side street and driveway aprons, sodding shoulders, and installing pavement markings. Four (4) contractors responded to the bid and the tabulation is listed below.

Because the low bidder did not claim Local Vendor Preference and was within the ten percent (10%) of the second low bidder, a Best and Final Offer (BFO) was requested. Both Superior Asphalt, Inc. and Anderson Columbia Co, Inc. responded and the responding BFO is listed below.

Office of the County Engineer Director, Elton Holland, recommends Anderson Columbia Co, Inc. receive the award as the lowest, most responsive, and most responsible bidder.

 

Attached for review is a contract draft; pending approval at today’s meeting, the contract will be sent to Anderson Columbia Co, Inc. for signatures, and upon return, it will be forwarded for the County Attorney, Clerk, and Chairman’s signatures.

 

BUDGET/IMPACT:

Neutral; expenditure of $1,672,375.57. Up to a ten percent (10%), contingency may be added to the purchase order in accordance with the Procurement Manual. Funding comes from BM761541-563221 ($866,250.00) - 80% Gas Tax Construction Fund and BO762541-563101 ($866,250.00) - 2nd Local Optional Fuel Tax

Recommended action

Motion to approve the recommendation and allow staff to issue a contract, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract with Anderson Columbia Co, Inc. as the lowest responsible bidder under 23B-083.
