SUBJECT:

Title

Request Approval of Memorandum of Agreement Between Wings of Faith Fellowship Church of God Inc. and Marion County for Use of Park Facility Space for Food Distribution Services (Budget Impact - None)

Body

INITIATOR:

DEPARTMENT:

Jim Couillard, PLA, ASLA, Director

Parks & Recreation

DESCRIPTION/BACKGROUND:

Wings of Faith Fellowship Church of God, Inc. (WOF) currently provides limited food distribution services throughout Marion County. WOF is a duly qualified food distribution partner with independent food banks such as Second Harvest Food Bank of Central Florida, Inc. and Food Share, Inc. WOF has outgrown the space within their property and has been utilizing various park facility spaces when available. The current process for the use of park space limits WOF’s ability to successfully administer this vital public service.

Marion County desires to work collaboratively with WOF by temporarily providing park facility space for their food distribution services. The attached Memorandum of Agreement (MOA) establishes the necessary terms and conditions for WOF to use park and county-owned lands for these services. The duration of use by WOF, along with other standard language, has also been incorporated into the MOA, which has been approved by the County Attorney’s office and signed by representatives of WOF.

This MOA also eliminates the need for WOF to complete department level special event agreements and facility rental contracts for each individual food distribution date at various park and county-owned facilities. The current MOA will allow WOF to use the Southeastern Livestock Pavilion, Rotary Sportsplex, Belleview Sportsplex and Wrigley Fields no more than once per month; with the option to utilize additional locations with the approval of the County Administrator.

BUDGET/IMPACT:

None

RECOMMENDED ACTION:
