DESCRIPTION/BACKGROUND:

On March 24, 2020, the Board approved an upgrade to the County’s Public Safety Answering Points (PSAPs) 9-1-1 telephone equipment, managed by the 9-1-1 Management Department. CenturyLink Communications, LLC dba Lumen Technologies (Lumen) was, and remains, the contracted provider of maintenance and support for the County’s 9-1-1 system and serves as the primary point of contact for all three (3) PSAPs.

 

On August 20, 2024, the Board approved a bid exemption and service agreement with Communications Venture Corporation dba INdigital, Inc. (INdigital) for the implementation of Next Generation Core Services (NGCS) for Marion County’s 9-1-1 system. The NGCS platform provides enhanced emergency communications capabilities including voice and text call routing, location information databases, network integration, and disaster recovery, all delivered over a redundant, secure, IP-based network.

 

This Fifth Contract Amendment with Lumen supports the necessary Emergency Incident Management (EIM) configuration of legacy circuits currently in place. The amendment enables these circuits to be properly integrated with INdigital’s NGCS platform, ensuring full interoperability.

 

As part of the County’s migration to INdigital’s NGCS, the EIM module is critical in enhancing real-time operational efficiency and situational awareness for PSAPs. This configuration will allow:

 

                     Seamless integration between existing 9-1-1 call-handling systems and the NGCS environment.

                     Real-time monitoring and management of active emergency calls across multiple jurisdictions.

                     Display and routing of supplemental information such as precise caller location, incident coordinates, and caller movement data to telecommunicators.

                     Support for advanced services including text-to-911 and optimized call routing, particularly for wireless and VoIP calls.

                     Built-in disaster recovery and redundancy features to ensure service continuity and information retention during outages or disruptions.

 

This upgrade is essential to ensure the County can fully leverage the advanced capabilities offered by NGCS, such as ESInet connectivity, IP-based call routing, and improved location accuracy. The EIM configuration enables Marion County’s PSAPs to operate on a secure, resilient, and modern emergency communications infrastructure. Approval of this amendment will allow for continued forward progress in modernizing the County’s 9-1-1 system and improving public safety response.

 

Attached for review is a copy of the vendor-signed amendment and an approved LRM from Legal; pending approval at today’s meeting, a vendor-signed original will be presented to the Chairman for signature.

 

BUDGET/IMPACT:

Neutral; expenditure of $62,883.35. Funding from CM313525-531109 (9-1-1 Management Fund)
