DESCRIPTION/BACKGROUND:

The Housing Finance Authority has three (3) incumbent terms expiring in September 2026, as well as two (2) new openings for alternate members.

 

Incumbent full members, William Mess and Karen Hatch, would like to be considered for reappointment as alternate members and have submitted the corresponding applications. Incumbent Rebecca Gavidia did not apply for reappointment.

 

Four (4) new applications were received during the advertisement period:

 

                     William Gilchrist, Jr.

                     Mariah Moody

                     Jessica Watkins

                     Kyle Yancey

 

Applicant Mariah Moody’s professional relations require a waiver of conflict approval to be considered for appointment.

 

Sections 112.313(3) and 112.313(7), Florida Statutes, prohibit certain business relationships on the part of public officers and employees, including those serving on advisory boards.  However, Section 112.313(12), Florida Statutes, permits the BOCC to waive these requirements in a particular instance provided the waiver by the BCC is upon a two-thirds affirmative vote; and the advisory board member has fully disclosed the transaction or relationship which would otherwise be prohibited by Subsections (3) of (7) of Section 112.313, Florida Statutes by submitting the Form 4A as required. Ms. Mariah Moody has provided the required Form 4A.

 

The waiver, if granted, would permit Ms. Moody to serve as advisory board member of the Housing Finance Authority should she be appointed.

None

 

RECOMMENDED ACTION:

Motion to appoint applicants to fill the existing vacancies on the Housing Finance Authority, or direct staff to conduct additional recruitment for the vacancies.
