DESCRIPTION/BACKGROUND:

On May 12, 2025, Purchase Order 2501304 was issued to Hazen and Sawyer, PC under Contract 20Q-074 Utilities Engineering Design Services, Task Order 37, for engineering services related to the S.R. 326 Water Main Improvements - Package B project. The original scope included permitting, bidding assistance, and limited construction phase services for a portion of the 16-inch water main improvements along State Road 326.

 

Since completion of the original design, Marion County Utilities has identified an opportunity to acquire easements along the south side of the State Road 326 right-of-way for the remaining western portion of the project. Relocating this section of the water main to the newly available easements will avoid conflicts with existing critical buried fiber infrastructure, simplify construction, and improve long-term operation and maintenance of the transmission main.

 

Change Order 1, presented for Board consideration today, provides for additional professional engineering services associated with the revised alignment for approximately 2,000 linear feet of 16-inch water main. The additional services include survey and subsurface utility engineering, geotechnical investigations, redesign of the water main alignment including a jack-and-bore crossing beneath the CSX railroad, permitting, bidding assistance, and limited construction phase services. The revised design will also incorporate a future force main corridor within the new easement area.

 

The Change Order and the consultant's detailed proposal are attached for review. Following approval at today's meeting, the Change Order will be presented to the Chairman and Clerk for signature.

 

BUDGET/IMPACT:

Neutral; additional expenditure of $75,800.00, bringing the total amount of the purchase order to $97,250.00 Funding is available from ZF448536-563102 (Marion County Utilities Fund) Project Code UTC000152.

Motion to approve the change order, allow staff to process, and authorize the Chairman and Clerk to execute Change Order 1 to Purchase Order 2501304.
