DESCRIPTION/BACKGROUND:
This request is for a public hearing to consider an ordinance amending Chapter 5, Boats, Docks and Waterways, Article IV. Rainbow River and K.P. Hole, to increase fines and provide for a noise sensitive zone.
An exceptionally large number of people congregate in and along the Rainbow River area, some of whom utilize excessively loud and amplified sound systems or other sound devices on their vessels for entertainment. The excessive use of amplified sound systems or other sound devices are having negative and deleterious effects on the riverine ecosystems, citizens and other users of the Rainbow River who are unable to peaceably enjoy the Rainbow River areas.
This ordinance will adopt regulations to control and enforce excessive, unnecessary and harmful sound, noise, and vibration levels originating from amplified sound systems or other sound devices within the Rainbow River areas.
