DESCRIPTION/BACKGROUND:
The current budget appropriation does not provide sufficient funding for the additional technical review and value engineering review needed for the Baseline Expansion engineering design. These review activities were not included in the original budget development. Completing both reviews is critical to ensure compliance with best engineering practices and regulatory standards, and to identify opportunities to improve efficiency, environmental protection, and constructability. These efforts will also provide Marion County with increased confidence in the strength, feasibility, and cost-effectiveness of the proposed design solutions.
