DESCRIPTION/BACKGROUND:
When Marion County Utilities (MCU) set its budgets for FY 2025-26, contract negotiations for the transportation and disposal of wastewater sludge were underway. However, when this contract was executed, it included a 40% increase from the approved vendor. This was not anticipated by MCU in its budget. Additionally, the Centrisys unit at the Silver Springs Shores Wastewater Treatment Facility has encountered a variety of issues preventing the unit from processing sludge, requiring MCU to utilize this vendor extensively thus far in calendar year 2026 to haul sludge allowing the treatment to maintain compliance. In order to ensure that MCU is able to process invoices and continue to use these services for sludge disposal, funds must be transferred into the Contract Services account.
