DESCRIPTION/BACKGROUND:
On June 6, 2023, the Board approved contracts with multiple firms to provide various civil site-related engineering services for the County. Firms were selected based on their qualifications in accordance with §287.055 Consultant’s Competitive Negotiation Act.
Davis Dinkins Engineering, P.A., has been recommended by County Engineer, Steven Cohoon, P.E., for the design of intersection improvements at SE Highway 42 and SE Highway 452.
The proposed improvements are safety-driven and include an eastbound right turn lane along SE Highway 42, an overhead flashing yellow beacon, solar-powered intersection and approach lighting, solar-powered flashing stop-sign ahead signage on the northbound SE Highway 452 approach, sinusoidal rumble strips on SE Highway 452, and a potential splitter island on the northbound SE Highway 452 approach. The work includes project management administration, surveying geotechnical engineering, traffic data collection and turn lane analysis, roadway design and construction plans, utility coordination, structural analysis, permitting, preparation of submittal package, and bid assistance.
Attached for review is a draft of the Task Order contract. Upon approval at today’s meeting, it will be sent to Davis Dinkins Engineering, P.A., for signature and upon return will be forwarded to Legal, the Clerk, and Chairman for signatures.
BUDGET/IMPACT:
Neutral; expenditure of $296,687. Funding is from VJ738541-563220-STC073853 (Infrastructure Tax Transportation).

Recommended action
Motion to approve the recommendation and allow staff to issue the contract, and upon approval by Legal, authorize the Chairman to execute the contract with Davis Dinkins Engineering, P.A., under 23Q-087-TO-77.
