DESCRIPTION/BACKGROUND:

The Marion County Consortium, comprised of Marion County and the City of Ocala, has updated the Citizen Participation Plan (CPP) to align with current Housing and Urban Development (HUD) guidance, as required under 24 CFR Part 91.105.  The purpose of the CPP is to formulate policies and procedures for citizen participation in the development of Marion County’s Five (5) Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report, along with any substantial amendments to these documents. These plans govern the distribution of federal entitlement funds received by the County, including the Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grants programs.

 

Marion County receives these funds as an entitlement community based on population size, and HUD requires an adopted CPP to remain in place as a condition of receiving these funds. The CPP ensures that all citizens of Marion County are informed and have an opportunity to provide input on community needs, establish priorities, and participate in the strategic planning process before federal funds are distributed by the Consortium.

 

The Citizen Participation Plan (CPP) was adopted by Resolution No. 19-R-024 on January 15, 2019. This updated CPP was advertised for public review, with the initial public comment period scheduled from February 2 through March 2, 2026. The County provided an additional public comment period from May 1 through May 20, 2026, to ensure compliance with public participation requirements, which has received approval by HUD. Public hearings were held on February 6 and February 9, 2026. No public comments were received during either comment period.

 

Approval of this item includes adoption of the accompanying resolution formally adopting the updated CPP and authorization to submit the CPP to HUD for review and approval. This CPP was also adopted by the City of Ocala at their Council Meeting on April 3, 2026.
