DESCRIPTION/BACKGROUND:

On August 18, 2020, the Board approved contracts with four (4) firms to provide consulting, engineering design, permitting and construction phase services for a variety of projects on an as needed basis for Marion County Solid Waste (MCSW).  The projects include landfill permitting and closure design, contracting for solid waste collection services, leachate treatment system design and permitting, groundwater issues, landfill gas control and collection, rate evaluation, waste stream analysis, construction administration, management and inspection services, transfer station design and recycling convenience center design and permitting.  MCSW has assigned the engineering services portion to Jones Edmunds & Associates to perform design permitting, bid phase and construction phase engineering for improvements to the Marion County Solid Waste Transfer Station.  The improvements to the Solid Waste Transfer Station are needed due to wear and tear on the Transfer Station’s operating system, and to maintain and ensure safe and efficient operations.  This portion of the work is scheduled to be completed within 209 days from the state date on the Notice to Proceed, with an additional 30 days for final completion.

Attached for review is a draft contract.  Pending approval at today’s meeting, it will be forwarded to the firm for signature, and upon return, will be forwarded to the County Attorney, Clerk, and Chair for signatures.

 

BUDGET/IMPACT:

Neutral; expenditure of $223,730.  Funding for this project is from line ZA423534-563102 (Solid Waste Disposal Fund), Project SWC000044.

Recommended action

Motion to approve the recommendation and allow staff to issue contract, and upon approval by Legal, authorize the Clerk and Chair to execute the Task Order with Jones Edmunds & Associates, Inc., under contract 20Q-124.
