DESCRIPTION/BACKGROUND:
On behalf of the Marion County Solid Waste Department, Procurement advertised a bid seeking qualified and experienced contractors to provide hazardous waste collection, transportation, and disposal services for Marion County. The scope of work includes the collection, identification, packaging, transportation, recycling, treatment, and disposal of hazardous waste generated by residents, local governments, and small quantity generators. Services will also include hazardous waste collection events, disposal at EPA-permitted facilities, required manifests and documentation, and training for County personnel. The contractor will furnish all labor, equipment, materials, and transportation necessary to perform the services in accordance with all applicable federal, state, and local regulations. Three (3) submittals were received, and the tabulation is listed below. Bid price reflects the total of individual items; quantities will vary.

Solid Waste Director, Mark Johnson, recommends that Perma-Fix of Florida, Inc., receive the award as the lowest, most responsive, and most responsible bidder.
Attached for review is a draft contract. Upon approval at today’s meeting, it will be sent to Perma-Fix of Florida, Inc., for signatures. Once returned, it will be forwarded to the Clerk and Chairman for signatures.
BUDGET/IMPACT:
Neutral; estimated expenditure of $280,000. Funding comes from ZA423534-534101 (Solid Waste Disposal Fund) and ZA423534-534145 (Solid Waste Disposal Fund).

Recommended action
Motion to approve the recommendation and allow staff to issue a contract, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract under 26B-101.
