DEPARTMENT:

Jim Couillard, PLA, ASLA, Director

Parks & Recreation

DESCRIPTION/BACKGROUND:

The Parks & Recreation department previously utilized a Non-Exclusive Fee Agreement to manage the Ocala Pickleball Club’s use of facilities at Coehadjoe Park. Department staff have significantly revamped this agreement, now titled Athletic Facility Agreement. Improvements include clarification of Club and County obligations, establishing park rules and clarifying scheduling requirements. Additionally, Section 7 Club Responsibilities and Section 8 Tournaments and Events align more accurately with how pickleball tournaments and events are organized and what aspects of park impacts are the responsibility of the Club or the County.

If approved by the board, this Athletic Facility Agreement will begin on October 1, 2026, and remain in effect until September 30, 2029. The department will re-evaluate the terms of the agreement, annual fee and any other potential changes prior to renewing the agreement for an additional term.

BUDGET/IMPACT:

Revenue Generating; annual revenue of $1,000.
