DESCRIPTION/BACKGROUND:
On behalf of Marion County Solid Waste, Procurement requests approval of a 12-month research agreement with the University of Florida, Herbert Wertheim College of Engineering, Sustainable Materials Management Research Laboratory, to evaluate leachate treatment and volume-reduction options for the Marion County Baseline Landfill.
The project will evaluate and compare existing and emerging leachate treatment technologies to identify a cost-effective and operationally feasible solution for the County. The study will also develop a recommended treatment train, evaluate residual and concentrate management options, and consider regulatory requirements and emerging contaminants, such as per- and polyfluoroalkyl substances and perfluorooctanoic acid.
Additional scope includes technical support for regulatory and agency coordination as needed, along with limited County-directed research on other solid waste priorities, including innovative landfill practices, recycling technologies, yard waste, and used tire management.
Because University of Florida is a public entity, the proposed agreement qualifies for an exemption under Marion County Code Section 2-235. Accordingly, the County may proceed with issuing the contract in compliance with the ordinance without a formal solicitation process.
Attached for review is the proposed agreement. Upon approval at today’s meeting, the agreement will be forwarded to Legal, the Clerk, and the Chairman for execution.
BUDGET/IMPACT:
Neutral; expenditure of $126,000. Funding comes from ZA423534-531109 (Solid Waste Disposal Fund).
