DESCRIPTION/BACKGROUND:
This adjustment closes the SW 52nd St flood relief project. Over the course of the project, the County encountered numerous delays and unforeseen challenges, including COVID-19 impacts, property acquisition issues, permitting requirements, extensive rainfall, government shutdowns, and the need for additional cultural resource investigations. The required Phase II Cultural Resource Assessment Survey would significantly increase both the project cost and schedule, making it unlikely that land acquisition and construction could be completed before the current FEMA Disaster end date of December 31, 2026. Additionally, under FEMA's updated Benefit Cost Analysis Toolkit, the project is no longer considered cost-effective, leaving the County with no practical path to complete the project within the available funding and timeframe. The funds assigned to the project in the amount of $839,428, will be transferred to Stormwater Projects Unassigned. There are no budgeted revenues for this project in FY 2025-26.
