Request Approval to Reject all Submittals: 20Q-161 Additional Construction Managers 2026

INITIATOR:

DEPARTMENT:

Susan Olsen, Director

Procurement Services

DESCRIPTION/BACKGROUND:

On December 1, 2020, the Board approved continuing contracts with qualified Construction Manager (CM) firms to provide construction management services on an as-needed basis in accordance with the Consultant's Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes.

As the contracts approached expiration, the Board considered options for the continuation of CM services. On April 15, 2025, the Board approved renewal of the existing CM contracts and directed staff to reopen the original solicitation to allow additional qualified Construction Manager firms to be added to the existing pool.

On behalf of Marion County Facilities Management, Procurement issued a Request for Qualifications (RFQ) seeking additional Construction Managers to supplement the County's existing pool of qualified firms. The solicitation was publicly advertised and resulted in the receipt of seven (7) responsive submittals from qualified firms.

Given ongoing budget uncertainties that may impact the scope and timing of future capital projects, staff believes maintaining the current pool of Construction Managers is the most prudent approach at this time.

Accordingly, staff recommends rejecting all submittals received in response to the solicitation and maintaining the County's current Construction Manager pool. The County may revisit the need for additional Construction Manager firms in the future should project demands warrant expansion.
