DESCRIPTION/BACKGROUND:
At the September 16, 2025, board meeting, approval was granted to award the contract for the 25B-162 Irish Acres to Silver Springs Water Main Interconnect (Phase 1) project to the lowest responsible bidder, not to exceed $12,000,000, with authorization for the Chairman and Clerk to execute the contract upon legal approval.
On behalf of Marion County Utilities (MCU), Procurement Services solicited bids for the first phase of interconnecting three of Marion County’s water systems, extending from the SR 326 / US 441 intersection eastward to approximately NE 44th Avenue. A total of 10 submittals were received, as shown below:

Following the bid opening and evaluation, and upon department recommendation, the project was awarded to GWP Construction Corp as the lowest, most responsive and responsible bidder.
MCU subsequently included Alternate Item #4-8 - 16-Inch C151 Ductile Iron Pipe Installed by Open Cut Across Roadway, resulting in a total contract amount of $7,992,957. The contract amount is within the approved not-to-exceed amount.
BUDGET/IMPACT:
Neutral; expenditure of $7,992,957. Funding is from ZF448536-563102 (UTC000202) - Utilities Capital Construct.
