DESCRIPTION/BACKGROUND:
On behalf of the Office of the County Engineer, Procurement issued a Request for Qualifications to contract with qualified and experienced agencies for right-of-way acquisition, property management, and platting services. As needed, Marion County will receive support in land acquisition and management, including coordinating property needs with County staff, securing appraisals and title searches, preparing and negotiating offer letters, and drafting purchase agreements. This includes managing agenda items, closing documents, and the proper recording of all required materials. For surplus property sales and County leases, agencies will determine appropriate usage, negotiate terms, draft agreements, and ensure proper documentation. Additionally, they will assist with platting needs, such as plat vacations, road closures, and related matters.
Three submittals were received, evaluated, and scored by Selection Committee members; Angel Stowe, John Crawford, and Zachary Rountree. Members have recommended to contract with all agencies.
Steven Cohoon, P.E., County Engineer, agrees with the selection committee’s recommendation. Attached for review are three contracts. Upon approval at today’s meeting, it will be sent to the agencies for signatures. Once returned, they will be routed to the County Attorney, Clerk, and Chairman for signatures.
BUDGET/IMPACT:
None; projects which exceed $50,000 will be brought back before the Board as a separate task order project with a detailed scope and fee schedule for review and approval.

Motion to approve the recommendation and allow staff to issue a contract, and upon approval by Legal, authorize the Chairman and Clerk to execute the contract with American Acquisition Group, LLC, Bowman Consulting, Ltd., Inc., and Independence Acquisition & Appraisal, LLC.
