DESCRIPTION/BACKGROUND:
On behalf of Solid Waste, Procurement requests approval of a bid exemption for the purchase of 20-foot standard ISO-compliant containers with integrated sub-frame combo units for use at Marion County recycling centers. These units will function as commodity collection containers and provide secure storage for site equipment. Solid Waste previously coordinated with Procurement to formally bid these items separately; however, both solicitations resulted in no responses. Subsequent market research identified Roll-Off Parts.com as the only supplier capable of providing the ISO-compliant container and sub-frame as a combined unit. Other vendors contacted could not supply both components together or offer combo pricing. Purchasing the combo unit is also more cost-effective than sourcing the items individually. Due to the sole availability of the combined unit, the prior unsuccessful bid attempts, and the cost savings of a bundled purchase, approval of a bid exemption for procurement from Roll-Off Parts.com is requested.
Attached for review is Roll-Off Parts.com’s quote and the solicitation waiver request form. Upon approval at today’s meeting, the waiver will be presented to the Chairman for signatures.
BUDGET/IMPACT:
Neutral; estimated annual expenditure of $100,000. Future fiscal years’ expenditures will not exceed budgeted amounts without being brought back to the Board for approval. Funding is from ZA427534-564101 (Solid Waste Disposal Fund)
