DESCRIPTION/BACKGROUND:
On June 16, 2026, the Marion County Community Redevelopment Agency (Agency) approved granting The Event Warehouse, LLC., (Pam Thompson) a Silver Springs Community Redevelopment Area (CRA) Façade & Building Improvement Program Grant Program (FBIG) award and Sign Grant Program (Sign) award to encourage and support the property owner’s redevelopment of existing properties within the CRA. The Event Warehouse, LLC., Pamela Thompson, Owner/Agent, is requesting a modification to the FBIG grant award to increase the value of the award to increased costs related to heating, ventilation, and air conditioning (HVAC) work for replacement of two aging A/C units and corresponding facility improvements (electrical, with additional painting and insulation). Staff notes that County building permits indicate three permits on file for HVAC unit work for the facility - one in 2015 (11 years), and two in 1998 (28 years).
The applicant provided a revised application package and revised contractor estimate (Attachment A) and the original contractor estimate is also provided (Attachment B). The original cost estimate of $85,969 increases to $143,269, for a gross increase of $57,300. The eligible grant award is limited to 50% or $75,000, whichever is less. The original potential grant award of $42,985 increases to $71,635, an increase of $28,650. Attachment C compares the grant award amounts and changes.
Staff recommends the Board approve the Modification to FBIG Grant Application No. SS-FBIG-2024-01M, and direct staff to provide for reimbursement of up to 50% of the actual costs not to exceed $75,000 for the revised listed improvements. Transferal/reimbursement of the final determined funds will be to The Event Warehouse based on the final costs and subject to completion of all construction/demolition, including appropriate final inspections, release of liens, and confirmation of the site being ”clear" of potential hazardous materials.
