DESCRIPTION/BACKGROUND:
The proposed project involves the new construction of 0.11 miles of 20 feet wide paved roadway with roadside swales in a portion of unimproved Belleview Heights Estates Unit 8 (SE 44th Avenue from SE 144th Street to SE 142nd Lane). The project includes clearing and grubbing of the right-of-way, stabilized subgrade, limerock base and asphalt. It also includes excavation and grading of drainage swales, installing swaled concrete driveway aprons, thermoplastic striping and stabilizing all areas disturbed during construction.
The total cost for this project is $224,241.97 with the per parcel unit assessment of $20,385.63, before bonding. For the Board’s consideration is a 15-year assessment period with an annual maximum payment of $2,160.22 per parcel unit.
This is a petition-based road improvement project. On June 3, 2025, the Board agreed that design and bidding for construction of Belleview Heights Estates - Portion of Unit 8 (SE 44th Avenue from SE 144th Street to SE 142nd Lane) Improvement Area to proceed. The Initial Assessment Resolution was adopted on April 21, 2026.
On behalf of Municipal Services, Procurement advertised Bid 26B-049 seeking experienced and qualified contractors. Three (3) submittals were received with John L. Finch Contracting providing the lowest bid as seen in the tabulation below:

Motion to Adopt a Resolution authorizing per parcel unit assessment for a 15-year assessment period for Belleview Heights Estates - Portion of Unit 8 (SE 44th Avenue from SE 144th Street to SE 142nd Lane) Improvement Area and certify the Assessment Roll to the Tax Collector; and
Motion to award Project 26B-049 Belleview Heights Estates - Portion of Unit 8 (SE 44th Avenue from SE 144th Street to SE 142nd Lane) Improvement Area to John L. Finch Contracting, and authorize Chairman and Clerk to execute contract upon approval by Legal.
