INITIATOR:

DEPARTMENT:

Susan Olsen, Director

Procurement Services

DESCRIPTION/BACKGROUND:

On July 18, 2023, the Board approved a contract with Professional Probation Services, Inc. (PPS) to provide Misdemeanor Offender Supervision Services for the Clerk of the Court.

Approval is requested to authorize PPS to manage the contracts and coordinate with CATS, Inc. and Perspectives II, LLC to provide Substance Abuse Evaluation and Treatment Services to misdemeanor probationers, as directed by PPS.

The contracts will provide funding for substance abuse evaluation and treatment for individuals on misdemeanor probation who are court-ordered to complete treatment but lack the financial resources to pay for these services. This assistance will support compliance with probation requirements while providing education and treatment intended to promote long-term sobriety and successful rehabilitation.

Attached for review are the draft contracts. Following approval at today’s meeting, they will be sent to CATS, Inc. and Perspectives II, LLC for signatures and upon return, will be routed for execution by Legal, the Clerk, and Chairman.

BUDGET/IMPACT:

None; costs for misdemeanor services are paid through the state and are deposited in the Marion County Alcohol and Drug Abuse Trust Fund. These funds can be used to administer substance abuse services for probationers in need of financial assistance. Budget is already in place for these services.

RECOMMENDED ACTION:

Recommended action

Motion to approve contracts and allow staff to issue, and after approval by Legal, execute contracts with CATS, Inc. and Perspectives II, LLC for Substance Abuse Evaluation Services and Drug Treatment Services under contract 26C-131.
