DESCRIPTION/BACKGROUND:

On February 20, 2024, the Board of County Commissioners (BCC) approved Request for Qualifications 23Q-225 and awarded a contract to Kittelson & Associates, Inc. for improvements to CR 475A (SW 27th Avenue). The original contract included two (2) primary components: Task A, consisting of final roadway design for CR 475A from SW 42nd Street to approximately 600 feet south of SW 55th Street Road; and Task B, consisting of analysis and design of improvements at the CR 475A and SW 66th Street intersection.

 

The original Task A contract was developed based on assumptions that the improvements would remain within existing County right-of-way, or right-of-way being acquired associated with an approved Planned Unit Development (PUD), and would not require eminent domain and certain environmental clearances. As Task A design progressed and stakeholder coordination continued, it was determined that the current roadway design may result in impacts to adjacent private property. This prompted the need to evaluate the current design against other potential roadway alignments before proceeding with final design.

 

Change Order 6 adds professional engineering services to Task A to prepare a Preliminary Engineering Report (PER) evaluating roadway alignment alternatives. The PER will evaluate three alternatives: the existing no-build condition, the current design alignment, and a potential revised alignment. The alternatives will be compared based on traffic operations and safety, drainage and stormwater requirements, environmental and cultural resources, right-of-way and property impacts, construction costs, and other engineering considerations.

 

The additional drainage evaluation also includes a Numerical Nutrient Analysis required under the Statewide Stormwater Rule effective December 28, 2025. This requirement was not included in the original project scope and is necessary to evaluate the alternatives under current stormwater treatment requirements.

 

The additional Task A scope also includes stakeholder coordination, a public open house, a BCC workshop presentation, and preparation of a comparative alternatives evaluation. The PER will provide the County with the information necessary to evaluate the alternatives and select a preferred alignment based on overall feasibility, property and environmental impacts, safety, public input, and cost.

BUDGET/IMPACT:

Neutral; additional expenditure of $248,248. Funding is from VJ738541-563220 (Infrastructure Surtax Capital Project Fund) with Project Code STC073859.
