DESCRIPTION/BACKGROUND:

Mark McManus, Community Planning Liaison Officer (CPLO) for NAS Jacksonville and Naval Station Mayport has requested to present information regarding the Pinecastle operations which is part of the Jacksonville Training Range Complex.

 

Marion County encompasses and adjoins portions of the United States Navy’s Jacksonville Training Range Complex, typically referred to as the “Pinecastle” operations, that are a component of the Naval Air Station (NAS) Jacksonville and Naval Station Mayport Facilities. Chapter 163, Florida Statutes, requires local governments to address such facilities to encourage compatible land use, help prevent incompatible encroachment, and facilitate the continued presence of major military installations (see Attachment A).  In compliance with the Florida Statutes, Marion County’s Comprehensive Plan provides for an ex-officio member representing the U.S. Military, to be part of the Planning & Zoning Commission, and establishes a Military Operating Area (MOA) to address land use and development proposals in the identified MOA (see Attachment B). Finally, the Land Development Code further reflects the requirements of the MOA (see Attachment C).
