DESCRIPTION/BACKGROUND:
Todd Rudnianyn, Manager, for Highway 27 West, LLC., has filed a Rezoning Application for a Planned Unit Development (PUD) Amendment for the Longleaf Park PUD (fka Quail Preserve PUD) on 11.31 acres of 18.98 acres. The Property Identification Number is 21602-000-00, no street address assigned; however, the site is located in the 5200 Block of N. US Hwy 27 immediately west of the Quail Meadow Subdivision. The subject property’s future land use designation is High Residential (HR) and Commercial (COM) and the site is in the Urban Growth Boundary (UGB) and County-wide Secondary Springs Protection Overlay Zone (SSPOZ), but not in the Farmland Preservation Area. The purpose of the PUD Amendment is to amend the existing PUD approval to enable connection to City of Ocala Utilities central water and central sewer services, as a change in character to the project and design for the PUD, wherein the original PUD Conceptual Plan stated “This project will be served by Marion County central water and sewer systems.”
This Board of County Commissioners continued this item to April 14, 2025, at the Board’s January 13, 2025, public hearing to the provide applicant with additional time to pursue obtaining suitable utility easements to accommodate connection to the existing Marion County Utilities’ central sewer service lines within the adjoining Ocala Preserve development to the east of the site.
Staff notes no change in the PUD’s residential intensity and/or development standards are proposed that will allow the PUD to remain consistent with the surrounding uses. However, staff recommends DENIAL of the PUD Amendment as it is inconsistent with the Marion County Comprehensive Plan, and adverse to the public interest, as specified in the Sections IV.B. and C. of the attached Staff Report; further, staff has summarized potential outcomes of this PUD Amendment request, subject to final consideration by the Board of County Commissioners, in order to address compliance with the requirements in LDC Sections 1.4.2 and 2.7.3.
At the December 30, 2024, Planning and Zoning Commission public hearing, the applicant’s attorney proposed a new/additional PUD Development Condition regarding the request; county staff is evaluating the proposal and will provide its review as part of the Board presentation regarding this item. The Planning and Zoning Commission, on motion by Commissioner Fisher, second by Commissioner Heller, the Planning and Zoning Commission voted 5 - 2 to disagree with staff’s findings and recommend APPROVAL, with Commissioners Lord and Behar dissenting. The motion did not include a recommendation to include the new/additional condition #7 as proposed by the applicant’s attorney.
