DESCRIPTION/BACKGROUND:

Over the past year, the County’s negotiations team and the Professional Firefighters of Marion County, Local IAFF 3169, have met and tentatively agreed to a proposed Collective Bargaining Agreement.  The agreement reflects a collaborative effort between County Administration, Human Resources, Fire Rescue leadership, and union representatives to address employee compensation, workforce sustainability, operational readiness, recruitment, retention, and employee wellness.

 

Significant components of the agreement include implementation of a 24/72 work schedule for operational personnel and a continued compensation package designed to maintain competitiveness within the public safety labor market. The agreement also includes updates and clarifications to various operational, administrative, scheduling, and employment provisions intended to improve organizational efficiency, transparency, and long-term workforce stability while continuing to support the delivery of high-quality emergency services to the citizens of Marion County

 

This proposed agreement was ratified by the union body on May 27, 2026, and if adopted, will be effective October 1, 2026, to September 30, 2029. The change to the schedule will go into effect no later than October 1. 2029. 

 

BUDGET/IMPACT:

Additional Annual Reoccurring Expenditure in Year 1: $15,710,312 in the Fire Fund and $14,433,961 in the General Fund.

 

Additional Annual Reoccurring Expenditure in Year 2: $11,113,455 in the Fire Fund and $9,392,660 in the General Fund.

 

Additional Annual Reoccurring Expenditure in Year 3: $6,425,703 in the Fire Fund and $3,965,255 savings in the General Fund.

 

Total Reoccurring Estimated Expenditure at the end of Year 3: $33,249,470 in the Fire Fund and $19,864,366 in the General Fund.
