DESCRIPTION/BACKGROUND:
Marion County was selected to receive a Safe Streets and Roads for All (SS4A) Grant through the U.S. Department of Transportation's Federal Highway Administration (FHWA) under the Fiscal Year 2024 SS4A Grant Program. This grant agreement and supporting resolution authorizes reimbursement of up to $19,020,640 for multimodal safety and access management improvements along a 9-mile segment of Maricamp Road from SE 58th Avenue to SE 108th Terrace in Ocala, Florida.
Maricamp Road is identified on the high injury network in the Ocala-Marion Transportation Planning Organization's commitment to zero action plan and has been prioritized due to a significant increase in fatal and serious injury crashes. The project will implement multimodal safety improvements including a raised landscaped median, sidewalks, a multi-use path, mid-block pedestrian crossings, channelizing islands, improved intersection lighting, upgraded pavement markings, and signal timing adjustments. Five schools serving pre-school through high school students are located within one mile of the project corridor.
The project will be completed in three phases: Base Phase (Pre-National Environmental Planning Act - NEPA) planning, preliminary design, and environmental analyses; Option Phase 1 (Final Design, Right-of-Way, and Utility Relocation); and Option Phase 2 (Construction). Initial federal funds of $340,000 are obligated for the base phase, with the total SS4A grant amount of $19,020,640 to be obligated in subsequent phases contingent upon NEPA completion and FHWA authorization.
BUDGET/IMPACT:
Revenue; SS4A grant of up to $19,020,640 with a required local match of $4,755,160, for a total eligible project cost of $23,775,800. The local match is programmed in the FY 2026-27 - FY 2030-31 Marion County Transportation Improvement Plan under Project # M10.
