DESCRIPTION/BACKGROUND:

Due to the short timeframe allowed for completing a utility relocation, the County Administrator approved a bid exemption on August 28, 2026, for T & C Underground, Inc. in Ocala, FL, for work associated with the Florida Department of Transportation (FDOT) SR 326/I-75 interchange improvements.

FDOT initiated a project to widen I-75 and modify the ramps at the SR 326 interchange. In advance of the FDOT contractor's work, Marion County Utilities (MCU) was to complete the relocation and removal of existing force main and water main infrastructure. The work was required to be completed by October 9th, 2026, to avoid causing delays to the FDOT construction schedule.  Due to the tight FDOT construction schedule, the complexity of performing utility work within an active FDOT work zone, and the limited time available to complete the required relocations, MCU requested the bid exemption and Purchase Order 2601563 be issued to T & C Underground, Inc. in the amount of $48,500.

Change Order 1, for which ratification is requested, was necessary after the contractor discovered that the existing on-site force main connection was 4 inches, rather than the 2-inch connection indicated in the available project records and as-built information. As a result, the work originally planned using a 2-inch force main must be revised to accommodate the existing 4-inch connection. The change order provides for the additional work necessary to replace the 2-inch force main with a 4-inch force main and complete the relocation. Change Order 1 increases the Purchase Order by $60,850, resulting in a revised total of $109,350.

Attached is a copy of the bid exemption form dated August 26, 2026, signed by the County Administrator, as well as Change Order 1 with T & C Underground, Inc.’s quote attached.

BUDGET/IMPACT:

Neutral; additional expenditure of $60,850, bringing the total purchase order amount to $109,350. Funding is available in ZF448563-563102, (Marion County Utility Fund) Project UTC000114.
