DESCRIPTION/BACKGROUND:
On behalf of the Office of the County Engineer, Procurement advertised a bid seeking qualified and experienced contractors for a road extension project. This project will include the new construction of a two (2) lane undivided roadway with paved bike lanes, and concrete sidewalks on both sides of Emerald Road from SE 92nd Loop to CR 464 (Maricamp Road). It will also include adding dedicated right and left turn lanes on Emerald Road at the connection to existing Emerald Road and adding dedicated left turn lanes on Emerald Road at Spring Road/SE 79th Avenue Rd. The work includes mobilization, survey, maintenance of traffic (MOT), stormwater pollution prevention plan (SWPPP), sod, fencing, earthwork, asphalt, concrete, underpass for cattle operations, drainage, utility relocations including reclaim water and sewer force main, signage, striping and pavement markings. Work in this project will also include mitigation for impacts to the Marion County Utilities Sprayfields. Funding for this project will include a reimbursable County Incentive Grant (CIGP) State-Funded Grant in the amount of $4,370,763. Six (6) submittals were received and the tabulation is listed below:

Steven Cohoon, P.E., County Engineer recommends that Salser Construction, LLC receive the award as the lowest, most responsive, and most responsible bidder.
Attached for review is a contract draft and pending approval at today’s meeting, it will be sent to Salser Construction, LLC for signatures. Upon return, it will be forwarded to Legal, the Clerk, and Chairman for signatures.
BUDGET/IMPACT:
Neutral; expenditure of $11,002,472.80. Up to 10% contingency may be added to the purchase order in accordance with the Procurement Manual. Funding is from VJ738541-563220 (Infrastructure Tax Transportation), BL760541-563220 (Road & Street Facilities), and GA771541-563111 (Impact Fees East District).

Motion to approve the recommendation and allow staff to issue a contract and upon approval by Legal, authorize the Chairman and Clerk to execute the contract under 25B-046.
