Title

250706ZP - Continuance Request for Estate of Michael Couture, Eva Couture, P.R., Zoning Change from General Agriculture (A-1) to Planned Unit Development (PUD), ±55.0 Acres, Parcel Account Number 47667-000-00, Site Address 15700 SE 73rd Avenue, Summerfield, FL 34491

Body

DESCRIPTION/BACKGROUND:

Tillman and Associates Engineering, LLC., filed a rezoning application (Application) on behalf of the Estate of Michael P. Couture, Sr., Eva Couture, P.R., to change a ±55.0 acre site from General Agriculture (A-1) to Planned Unit Development (PUD). The Parcel Identification Number for the property is 47667-000-00; the address is 15700 SE 73rd Avenue, Summerfield, on the west side of SE 73rd Avenue, ±0.9 miles north of SE Hwy 42. The site is located outside the Urban Growth Boundary (UGB) in the Rural Area outside the S. US Hwy 27/441 & SE Hwy 42 Urban Area, in the Secondary Springs Protection Overlay Zone (S-SPOZ), and in Marion County's SE Utility Service Area, but not in the Farmland Preservation Area (FPA). The site does not include FEMA Flood Zone Areas, but does include Marion County Flood Prone Areas. A concurrent Large-Scale Comprehensive Plan Amendment Application to change the site's future land use designation from Rural Land (RL) to Medium Residential (MR) has also been submitted (25-L03); approval of that concurrent amendment application is required in order to obtain approval of this Application.

The Application site is located in the vicinity of a series of properties that are the subject of an upcoming Rezoning Application for a PUD similar to this request for property of related owners and filed by the same applicant. After conferring with Growth Services Staff, the applicant has requested to continue this Application to enable the two applications to be considered in a parallel review in order to facilitate coordination between the requests for review and evaluation purposes. Staff supports this continuance request as it will enable a more effective review for the applications individually and as a whole, and should an affirmative outcome result for one or both of the application requests, the ability to coordinate short- and long-term needs related to the projects may be more effectively addressed.
