DESCRIPTION/BACKGROUND:

On behalf of Marion County Human Resources, Procurement advertised a Request for Proposals (RFP) for Workers' Compensation Third-Party Administration Services to provide comprehensive claims administration for the County’s self-insured Workers’ Compensation Program, which serves approximately 1,900 Marion County employees and an additional 400 employees within participating Constitutional Offices. Services include claims intake and administration, medical and indemnity payment processing, claims investigation, litigation support, subrogation and recovery, medical cost containment, regulatory reporting, account management, and coordination with Risk Management, the County Attorney’s Office, medical providers, and other program participants. The firm will also provide a secure Risk Management Information System (RMIS), 24-hour claim reporting capabilities, and detailed financial and claims reporting. The scope further requires the selected firm to manage the transition and conversion of existing and historical workers’ compensation claim data, provide training and implementation support, and ensure continuity of services as the County transitions from its current third-party administrator.

 

Attached for review is a vendor-signed service agreement and an approved LRM from Legal. Upon approval at today’s meeting, the service agreement will be presented to the Chairman and Clerk for signatures.

 

BUDGET/IMPACT:

Neutral; the proposed five-year contract has a total cost of $746,856, with annual costs of $147,600 for the first three years and $152,028 for the final two years. These amounts exclude an estimated $70,000 annually for Cost Containment Services. Funding is from ZK160519-524111.
