DESCRIPTION/BACKGROUND:
As the County approaches the December 2026 deadline for completion of American Rescue Plan Act (ARPA) projects, the Utilities Department is requesting to realign remaining funds to construct additional water main extensions within the Silver Springs Shores community as presented to the board on June 16, 2026. This agenda item requests approval of the following change orders associated with those construction projects:
Change Order 2 to Purchase Order 2401706 (22P-118-CA-02) - Silver Springs Shores Septic-to-Sewer (Phase 1), Quality Enterprises USA, Inc. (Deduction of $637,740.43): Deducts unused internal contingency funds that are no longer required for the project and reallocates those funds to support additional ARPA-funded project needs.
Change Order 2 to Purchase Order 2500129 (21Q-227-TO-15) - Silver Springs Shores Septic-to-Sewer (Phase 1), Kimley-Horn & Associates, Inc. ($103,510.00): Provides additional funding for professional services necessary to continue administering and monitoring Davis-Bacon Act compliance requirements throughout the duration of the ARPA-funded project.
Change Order 10 to Purchase Order 2401396 (22P-173-CA-02) - Silver Springs Shores Septic-to-Sewer (Phase 2), Wharton-Smith, Inc. ($1,691,372.56): Provides for the expansion of potable water infrastructure within the project area utilizing available ARPA funding, including installation of water mains and associated components necessary for a complete and operational system.
Change Order 2 to Purchase Order 2401307 (21Q-227-TO-14) - Silver Springs Shores Septic-to-Sewer (Phase 2), Kimley-Horn & Associates, Inc. ($107,735.00): Provides additional professional services necessary to maintain Davis-Bacon Act compliance associated with ARPA-funded potable water infrastructure expansion activities within the project area.
Attached are the proposed change orders for review. Following Board approval, they will be presented to the Chairman for signature and execution.

Neutral; funding for the proposed change orders, including associated additions and deduction, is available from the funding sources identified below:
