DESCRIPTION/BACKGROUND:

In an effort to streamline and expedite the County’s vehicle acquisition process and reduce operational delays due to ongoing manufacturer production and delivery issues, staff is requesting blanket authorization from the Board of County Commissioners (BCC) to proceed with all vehicle purchases, whether by factory order or off-the-lot, without the need for individual Board approval.

 

This authority would apply to all vehicle purchases, provided they remain within the budgeted amounts approved for each department. When vehicles are available for immediate purchase off the lot, staff would be permitted to proceed without delay, ensuring that departmental operations are not disrupted due to long manufacturer lead times.

 

For purchases that meet or exceed the $50,000 threshold, staff are also requesting a blanket bid exemption to facilitate off-the-lot vehicle acquisitions without formal solicitation, when necessary to meet urgent operational needs and avoid extended delays.

 

To ensure continued transparency and oversight, staff will provide a quarterly report to the BCC under Notation for Record listing all vehicle purchases made, regardless of amount or procurement method, under this blanket authorization.

RECOMMENDED ACTION:

Recommended action

Approve blanket authorization for staff to proceed with all vehicle purchases, whether off the lot or by factory order, without further Board action, provided the purchases remain within approved budgeted amounts; approve a blanket bid exemption for off-the-lot purchases of $50,000 or more; and require quarterly reporting to the BCC under Notation for Record listing all such purchases.
